Bottom Line: Skimming hasn't just been an issue with regard to credit or debit card machines of late. Thieves have been increasingly effective at adapting skimming devices for ATM machines. While banks have issued new chip and pin enabled ATM cards - they're not fool proof. The most secure form of payment available is mobile encrypted payment systems (like Apple Pay for example). So an efforts by Bank of America, Chase and Wells Fargo appear as though they're about to bear fruit and mobile ATM use will soon be here. 

Generally speaking we're talking about ATM systems that would be activated by you using your mobile device (often with your finger print) being the activation for accessing money at an ATM. That type of encrypted method would certainly thwart any type of card theft or skimming. More to come in the near future.
