Bottom Line: There are a number of ways that people and companies identify the best overall conditions for business. For eleven years CNBC has produced the most comprehensive annual study. The methodology at times has been questioned for the final rankings but the information for the categories studied is absolutely sound. According to CNBC Florida dropped two spots to #12 best for business overall this year. Here's where we ranked by category: 

#40: Education

#28: Technology/Innovation

#27: Cost of living

#24: Quality of life

#22: Workforce

#17: Business Friendliness

#7:   Infrastructure

#4:   Access to capital

#2:   Economy

So a couple of those categories don't speak directly to overall current business conditions (like education & innovation) and quality of life is a bit subjective as well but again it's useful to see where we rank across all of these categories. The top five this year:

#5: North Carolina

#4: Texas

#3: Minnesota

#2: Georgia

#1: Washington

Washington jumping from 6th to 1st is a bit of a surprise this year. Strength in companies like Amazon, Microsoft and Starbucks seems to be well more than compensating for more difficult small business conditions, especially within the Seattle metro. For the complete list:
