Florida HOA president arrested after recording devices found in condos

Flagler County, FL - An HOA president hired to care for condos has been charged after recording devices were found that were used to record the residents inside.

The Flagler County Sheriff's Office arrested Robert W. Orr on Monday on charges of video voyeurism and unlawful use of a two-way communication.

Orr was arrested earlier this month on four counts of video voyeurism after a couple found a USB camera hidden inside an indoor flower pot in the condo's master bedroom.

Orr was booked into jail and released after posting a $20,000 bond.

While investigating that case, deputies seized equipment from Orr's apartment and found another person who was recorded on Orr's cameras.

Those videos showed the victim in "various stages of undress and using the bathroom."

The victim told deputies she was recorded without her permission.

Deputies say some of the images date back more than 4 years.

The Flagler County Sheriff's Office said both incidents happened in different condos that Orr looks after for the owner who lives out of state.

Orr faces a total of 9 charges of video voyeurism and unlawful use of a two-way communication.
