Pinellas County, FL - A new challenger has entered Florida’s 13th Congressional District race as Democrats move to contest one of the state’s closely watched U.S. House seats ahead of the 2026 election.

Leela Gray, a retired U.S. Army brigadier general, has filed to run as a Democrat against Republican incumbent Rep. Anna Paulina Luna, who has represented the district since first winning the seat in 2022.

Gray’s entry formalizes Democratic plans to compete aggressively in the Pinellas County based district, which has drawn national attention in recent election cycles.

Gray served more than three decades in the U.S. Army and retired at the rank of brigadier general.

According to her campaign filings, she is positioning her military leadership experience as a core qualification for Congress.

Her campaign is expected to focus on national security, veterans issues, and federal leadership, though detailed policy positions have not yet been released.

Luna, a Republican, won reelection in 2024 after defeating a Democratic challenger by a mid single digit margin.

Since taking office, she has aligned closely with conservative priorities and has maintained strong fundraising numbers compared with past challengers in the district.

Her campaign has not yet issued a formal response to Gray’s announcement.

Democratic leaders have identified Florida’s 13th District as a potential pickup opportunity as they look to regain ground in the U.S. House.

The district includes much of Pinellas County and has a history of competitive elections, with party control shifting multiple times over the past decade.

With more than a year remaining before the general election, both campaigns are expected to expand fundraising, voter outreach, and messaging as the race develops.
