Twelve municipalities in Palm Beach County are holding elections tomorrow and we are focused on Palm Beach Gardens this morning.

The Group 4 race on the City Council is for the seat being vacated by the termed out Carl Woods.

Charles "Chuck" Millar is a development planner who is currently working as Senior Project Manager for Atwell, an engineering company headquartered in Palm Beach Gardens.

Millar says he is most qualified for this seat.

"I have served the city on volunteer boards. I was a former chairman of Arden Public Place Advisory Board. And I have also just had to resign to run. I was chairman of the city's Planning, Zoning and Appeals Board. My experience in the world of local government and county government, I deal with everyday."

He talks about the importance of smart growth and workforce housing.

Also, the City Council has lowered the millage rate for three years in a row. Does Millar think that could happen again?

"Yes, I do believe they can continue to reduce the City's millage rate. And when projects like Alton continue to come on, especially Avenir...when that tax cycle comes through and those ad valorem dollars continue to show up in the city coffers, then yes. I do believe that the millage rate can continue to be reduced."

The other candidate in this race is John Kemp, a Palm Beach County firefighter and paramedic who did not return our calls requesting an interview.
